out of this Proclamation, be conclusive evidence of the facts stated in the certificate.
22. Every person who
www
(1) fails, neglects or refuses forthwith to comply with
any of the obligations imposed on him by section 4 or section 10 of this Proclamation; or
(2) in giving any information, whether upon oath or
otherwise, for the purposes of this Proclamation makes or presents any declaration, statement or representation which is false in any materi al particular or from which there is any material omission; or
(3).destroys or parts with, or mutilates, alters or
tampers with any document whatsoever material to the purposes of this Proclamation, or produces any document so mutilated, altered or tampered with;
(4) wilfully resists, opposes, molests, hinders or
or
obstructs any person in the performance of his duties under this Proclamation
shall be guilty' of a misdemeanor and on conviction shall be liable to imprisonment. for any term not exceeding three years or to a fine not exceeding one thousand dollars or to both such imprisonment and fine.
23.
The Chief Civil Affairs Officer may make such rules as he may deem necessary or expedient for prescribing the powers and duties of the Custodian, the fees to be payable to him and generally for carrying out the provisions of this Proclamation.
